Yes, the new ULEZ changes coming in to force in 2023 will affect motorbike riders.
From just after midnight on 29th August 2023 the London Ultra Low Emission Zone (ULEZ) will expand to cover ALL London Boroughs which effectively means every part of London within the M25.
Motorbikes that are not compliant will be charged £12.50 per day, 24 hours a day, 364 days a year.

Which motorbikes will be charged and which won’t?
The test for exemption is that the bike must at least comply with the Euro 3 standard which means that the bike must produce less than the following volume of pollutants:
- Carbon Monoxide – 2.3 g/km
- Hydrocarbons – 0.20 g/km
- Nitrogen Oxides – 0.15 g/km
Most bikes built after 2007 will comply but the only way to be sure is to check your Certificate of Conformity. This certificate should have been supplied to you when you bought the bike. Section 3.2.15 lists the emissions that have been tested when the bike was authorised for use on European roads.
If your certificate looks like this:

CONGRATULATIONS! It means you may already have one of our zero emission electric mopeds or scooters which, by definition produce no emissions.
Motorbikes scrappage scheme
But if your certificate shows that you don’t meet the standard there may be a hidden bonus in store for you. In his announcement of the ULEZ expansion Sadiq Khan, the mayor also introduced a scrappage scheme which means that you could get £1000 for your old motorbike towards the purchase of a new one. To be eligible, you will need to be a London resident and in receipt of one of these benefits:
